Penalty for violation of the Act and rules.- Whoever contravenes any of the provisions under sections 12,13,14,15,16 and 17 of this Act and rules made thereunder for not obtaining the license, may be punished with an imprisonment which may extend up to three months and with a fine of rupees five thousand or with both.
