Penalty for sale or transfer of infective animals.—Whoever sells or attempts to sell or transfer in any manner to another person any animal which he knows or has reason to believe to be infective, shall be punished with a fine which may extend in the case of a first conviction to one hundred rupees, and in the case of second or subsequent conviction to five hundred rupees.
