Delegation of powers.- The State Government may, by notification, delegate all or any of its powers under this Act, except those conferred by sections 18 and 19 to the Director of Agriculture or any other officer or to any local authority subject to such restrictions and conditions as may be specified in such notification: Provided that the delegation of powers under section 3 shall not be made to any officer or authority other than the Director of Agriculture.
