If at any time, the Executive Council considers necessary to do so, it may, in consultation with the Academic Council, amend, add to or repeal the Rules by a special resolution in that behalf. Provided that every such amendment, addition or repeal- (I) Shall be consistent with this Act. (ii) Shall have no validity unless it is assented to by the Chancellor. Explanation:- For the purposes of this Act, a special resolution, means a resolution passed at a special meeting of the Executive Council convened for the purpose, by a majority of not less then three fourths of the members present and voting.
