Section 19

Powers and Functions of the Executive Council

(I) The Executive Council shall be separate Executive Body of University and shall perform the following functions, namely:- (i) To approve the budget estimates of the University presented by the Vice-Chancellor; (ii) To create posts and appoint teachers of University, Officers of University, Non Teaching posts of University and other Teaching Posts of University through recommendation of Jharkhand Public Service Commission (JPSC) and Non-Teaching staff of University through recommendation of Jharkhand Staff Selection Commission (JSSC) in the manner prescribed. (AMENDMENT, 2018) (iii) To acquire, hold or dispose off properties or accept gifts and donations, for and on behalf of the University. (iv) To arrange for investment and withdrawal of the moneys belonging to the University. (v) To determine and regulate the policies relating to the affairs of the University in accordance with the provisions of this Act and Rules made there under; (vi) To appoint such committees, either standing or temporary, as may be considered necessary for any specific or general purpose for fulfillment of the objects of the University and for ensuring the proper administration of the affairs or academic activities of the University; (vii) To promote the academic autonomy of the Colleges; (viii) To make Rules; (ix) To establish, equip and maintain the University libraries, laboratories, workshops, museums and the like' (x) To provide for Research and Development and dissemination of knowledge. (xi) To provide for allowances and traveling allowances, to institute scholarships, bursaries, medals, and prizes, and to organize exhibitions; (xii) To control and manage all colleges and hostels in the university area in the manner prescribed by the Rules; (xiii) The Executive Council shall exercise all the powers of the University not otherwise provided for and all powers requisite to give effect to the provisions of the Act. (II) Except as expressly provided by this Act, it shall be competent for the Council in the case of posts in connection with the affairs of the University to make Rules regarding the recruitment and the conditions'of service of the persons appointed to such posts.
