( I ) TheAuthority may, by notification in the gazotts,make regulations not inconsistent with this Act, and the rules made thereunder to carry out the provisions of this Act; In particular and without prejudice to the generality of the forcgoing power, such regulations may provideforallorany of the following matters, namely; the tjmes and place of the meetings of the Councifand the Committee and the procedure to be followed for the transaction of business at such meetings; the terms and conditions of service, method of recruitment and the remuneration of officers and other employees to be appointed by the Authority; the form and manner in which a contract or class of contracts which are to be made by theAuthority and the contracts or classes of contracts which are to be sealed with thecommon sealof theAuthority; The manner of preventing obstructions on the State highways for their normal frrnctioning; the mannerof prohibiting the parking cirwaiting of any vehicle orcarriage on the State highway execept at place specified by theAuthority; the manner of prohibiting or restricting access to any part of the State highway; the mannerof regulating orrestricling advertisements on oralound State Highway the manner of rransaction of the business of the authority including the delegation ofpowers; and (b) (c) (2) (a) (d) (e) (0 (2) (a) (b) (c) (d) (e) G) (h) (i) (0 (e) (h) uv? 22 grqs-g rEra (emrtrnur), Yrf{qn 14 T1, 2008 (i) generally for the efficient and proper maintenince and management of the State highways. Power to remove difficulties-- 37 . (l) If any difficulty arises in giving effect to the provisions of this Act, the State Government, may by notification in the Gazette, make such order not inconsistent with the provisions of this Act as may appear to it to be necessary or expedient for the removal of the difficulty. (Z) Every order made under this section shall be laid, as soon as may be after it is made, before the Irgislature.
