Cognizance of offence:- (1) All offences under section 32 shall be cognizable and non-bailable. (2) Notwithstanding anything contained in the Code of Criminal Procedure, 1973, no Court shall take cognizance of an offence punishable under this Act except upon a complaint, in writing, made by a person authorised in this behalf by the Council.
