Foœer of State Government to make rules (1) The State Government mav. by notification, make rules to carry out the provisions of this Act. (2) ln particular and without prejudice to the generality of the foregoing power, such rules may provide for all or anp of the following m atters nam elp .: (a) the s'alaries and allowances and other terms and conditions of service of the Cbairpcrson and Members under section ,269 (b) the conditions subject to which other adminfstrative, technical and scientïfic staff mag be appointed bg tbe State Commission and the salaries and allowances of officers and other staff under sub-section (3) of section 27; the form in which the annual sta'tement of accounts is to be prepared under sub-section (1) of section 35: (3) Everp rule made bp the State Government under this section shall be laid, as soon as m ap be after it is m ade, before each House of tlne; State Legislature where . it consists of hvo H ouses, or where such Legislature consists of one House, before that House.
