Membership of the Executive Council :- (1) The Executive Council shall consist of the following, namely :- (D The Vrce Chancelior; t \ ' . - . . . ' X' ("ii) The Advocate General, Jharkhand High Court (vili) The Law Secretary to the Govemment of Jharkhand, or his nominee; not below the rank of Addition aJ Legal Remembrance; (rx) The Secr6tary, Higher Educatior Depaxtment, Jharkhand or his Nominee from the Department; G) The Secretary to the Govemment, Finance Department, Jharkhand or his nominee from tlle Department; (xi) The Secretary to the Government, Social welfare department Jharkhand. (xii) The Chairman, the State Bar Council, Jharkhand; (xiii) Two senior most faculty members to be nominated by the Vrce-Chancellor by rotation. (2) The Vce-Chancellor shall be the Chairman and the Registrar shall be the SecretaJ_4- the Executive Council. (iv) A member of the Executive Council other than an ex-ofiicio member may resign his offrce by a letter addressed to the Chairman of the Executive Council and zuch resignation shali take efect as soon as the Chairman of the Executive Council accepts it, (v) Any Vacancy in the Executive Council shall be filled either by appointment or nomination, as the case may be, by the respective authority entitled to make the same r and on the expiry of the vacancy such appointment or nomination shall cease to be effective. 45 W;;! s l ( J 9 u s r t q c --^-\ --:- r i H l q t ( u t ) , t j t q q l ( 3r+m, zoro Porvers and functions of the Executiye Council :-Without prejudice to the provisions contained in clause 5, the Executive Council shall have the follo',ving power and functions . namely:- (1) to appoint from time to time, the Dean, Director (Research and Training), the Registrar, the Librarian, the Controller of Examinations, Professors, Associatb Professors, Assistant Professors and other members ofthe teaching staff as may be necessary on the recommendations ofthe Selection Committee to be constituted as under : (i) TheVice-Chancellor(Cbairman) (it The Advocate General , Jharkhand High Court (iii) The Secretary Higher Education. Government of Jharkhand . (iv) The concemed Head of the Department. (v) Three subject erperts nominated by Vice-chancellor from a panel of names approval by the Academic Council. Provided that the vice Chancellor shall have powers to appoint ofEcers ald teachers ofthe University and its Colleges on contractual basis against the sanctioned post for ,/ f: \" period as he thinks fit. ' i (2) o create after Chancellor's recommendation administrative, teaching, research, \ ;'rnioirt.rial and other necessary posts, as also to determine the number and emolu- - ments of such posts, to specify minimum qualification for appointment to such posts . and to appoint persons after due selections as per provisions under sub-section (i) to such posts on such terms and conditions of service as may be prescribed by the regulations made in this behal| or to delegate the powers of appoinlments to such authority or authorities or officer or officers as the xecutive Council may, from time to time by resolution either generally or specifically, direct; (3) To grant in accordance with the regulations, leave ofabsence other than casual leave to any officer ofthe University and to make necessary arrangement ofthe discharge of the functions of such officer during his absence; (4) To manage and regulate the finances, accounts, investments, propertrv, other matters and all other administrative affairs ofthe University and for that purpose to appoint such agents, as it may think fit; (5) To invest any money belonging to the University, including an unspent inconte in such stock, funds, shares-or securities, as it may, from time to time, think fit or in the nurchase of.i;lmovable propeft)r in India, with the like power of varying such in..,estner:ts fi'or:t f irc to itme: (.< j T.r trarrslbr or :1{ra.::lt r[rr]:'.ie. s cf any molnbLe or immovable propertv on behalf of the I nir ersirv; (7) To enter into, carry out and cancel contracts on behalf of the University and for that t purpose to appoint such officers as it may think fit; qKg!-g 3T{TTETTEIetcsn rs er*s, zoto (8) To provide buildings, premises furniture and apparatus and other means needed for carrying on the work of the University. (9J. To provide. purcbase or accept by donation books for library ofthe University; (10) To entertam, adjudicate upon and if it thinks fit, to redress any grievances of the ofrcers ofihe University, fhe teachers, the students and the University, the teachers, the students and the University employees, who may for any reason, feei aggrieved, ( I 1) To appoint examiners and moderalors, and if necessary to remove tlem and to fix their fees, emoluments and traveling and othet. a]lowances, after consulting the Academic Counoil; (12) To select a common seal for the University and to provide for the custody ofthe seal, and to exercise such other powers and to perform such other duties as may be conferred or imposed on it by or under this Ordinance.
