Conditions precedent to making of regulations.- The power to make regulations under this Act is subject to the condition of the regulations being made after previous publication and to the following further conditions, namely- (a) such draft of regulations shall not be further proceeded with until a period of one month has expired from the date of such publication, (b) for not less than one month during such period, a printed copy of such draft shall be kept in the office of the municipality for public inspection, and any person shall be permitted at any reasonable time to peruse such draft, free of charge, and (c) printed copies of such draft shall be obtainable by any person requiring such draft on payment of such fee as may be fixed by the Standing Committee.
