Evidence of officer or employee of the Municipality. No officer or other employee of the municipality shall, in any legal proceeding to which the >kj[k.M xtV ¼vlk/kkj.k½] o`gLifrokj 9 Qjojh] 2012 679 municipality is not a party, be required to produce any register or document, the contents of which can be proved under section 514 by a certified copy, or to appear as a witness to prove any matter or transaction recorded therein, save by an order made by a court having jurisdiction.
