Notices etc., by whom to be served or issued- Every notice, bill, summons, or other document, required by this Act or the rules or the regulations made thereunder to be served upon, or issued to, any person, shall be served or issued by an officer or other employee of the municipality or by any person authorized by the Municipal Commissioner or the Executive Officer in that behalf.
