Publication of declaration – (1) The notification intending to constitute a municipality under section 3 shall be published in the official gazette and at least in two leading newspapers one of which shall be in vernacular intelligible to the inhabitants of the local area concerned. (2) A copy of the notification shall be pasted in a conspicuous place in the office of the Deputy Commissioner of the District and, in such other places as the Government may direct. (3) The notification shall also be made either by announcement through mike in the local area concerned or through any other publicity media, as the Government may direct.
