Persons accidentally breaking street light to repair the damage: If any person through negligence or accident breaks any street lights set up in any public street or municipal market, garden or public place or buildings vesting in the municipality, or breaks or damages any property of the municipality of any street, he shall pay the expenses of repairing the damage so done by him, besides penalty as may be fixed by the Commissioner or Executive Officer.
