Connection with water works, mains and drains not to be made without permission.- Without the permission in writing, of the Municipal Commissioner or the Executive Officer, no person shall, for any purpose whatsoever, at any time, make, or cause to be made, any connection or communication with any waterworks or mains or drains constructed or maintained by, or vested in, the municipality.
