Power to make rules providing for the appointment of Advisory Committees.—The State Government may make rules providing for the appointment, constitution, procedure and functions of Committees to advise the owners, agents and charterers of inland 3[mechanically propelled vessels] on questions affecting the interests. of passengers and shippers of goods. 2[CHAPTER VIA INSURANCE OR MECUANICALLY PROPELLED VESSELS AGAINST THIRD PARTY RISKS 6[54C.
