Power of Collector or Magistrate to arrest or search without issue of warrant The Collector or any Sub divisional Magistrate or Magistrate of the First class, may, at any time,- (a) Arrest, or direct the arrest in his presence of, any person for whose arrest he is competent at the time and in the circumstances to issue a warrant under Section 71, or (b) Search, or direct a search to be made in his presence of, any place for the search of which he is Competent to issue a search warrant under Section 72.
