Establishment of distilleries, breweries, or warehouses (1) The Excise Commissioner may (a) subject to any restriction imposed by the State Government establish, or authorise the establishment of distilleries or breweries, in which liquor may be manufactured under a licence granted under Sec. 13; (b) discontinue any such distillery or brewery; (c) establish or authorise the establishment of warehouses, wherein any intoxicant may be deposited and kept without payment of duty; and (d) discontinue any such warehouse. (2) No distillery, brewery or warehouse as aforesaid shall be established except by or under the authority of the Excise Commissioner.
