License required for manufacture (a) No intoxicant shall be manufactured. (b) no hemp plant shall be cultivated; (c) no portion of the hemp plant from which an intoxicating drug can be manufactured or produced shall be collected. (d) no liquor shall be bottled for sale; (e) no distillery or brewery shall be worked; and (f) no person shall use, keep or have in this possession any materials, still, utensil, implement or apparatus whatsoever for the purpose of manufacturing any intoxicant other than tari, except under the authority and subject to the terms and condition of a licence granted in that behalf by collector. Provided that any tari-producing tree may be tapped, and tari may be drawn from any tree, without a licence under this Section, by the person in possession of the tree: (i) for the purpose of being used in the manufacture of gur or molasses; or (ii) for the purposes of being used solely for the preparation of food for a domestic consumption and not (a) as an intoxicant; or (b) for the preparation of any intoxicating article; or (c) for the preparation of any article of sale; or (iii) up to a limit of four seers, for the domestic consumption of the said person.
