Penalty- Whoever contravenes any of the provisions of this Ordinance shall be liable to imprisonment for a term which may extend to one year or a fine which may extend to two thousand rupees or both: Provided that no person shall be punished for contravention of any provision of this Ordinance between 1st April, 1979 and the date of publication of this Ordinance in the Official Gazette.
