Penalty – Any person who contravenes any provision of this Act, or of any rule or order made thereunder or obstructs the lawful exercise of any power conferred by or under this Act, or who abets such contravention or obstruction, shall, without prejudice to recovery of damages under section 5, be punishable with fine which may extend to one thousand rupees.
