(i)The Selection Authority shall prepare a panel of persons to be appointed in the different grades of the State-level Co-operative Societies. (ii) Notwithstanding any thing contained in the bye-laws of any State-Level Cooperative Society or Rules made thereunder, no appointment in any grade from outside the panel shall be valid.
