Registration. - (1) If the Registrar is satisfied that a society has complied with the provisions of this Act and Rules and that its proposed bye-laws are not contrary to this Act or to the Rules, he may, if he thinks fit, register the Society and its bye-laws. (2) If the Registrar refuses to register a society he shall record his reasons for such refusal. (3) An appeal shall lie to the State Government from an order of the Registrar refusing to register a society, within two months from the date of the receipt of the order by at least one of the applicants.
