Powers and functions of the Chairman and Vice-Chairman of the Authority- I. The chairman of the authority shall, in addition to presiding over the meetings of the authority, exercise and discharge such power and function of the authority which are delegated to him by the authority. In case of any emerging requirement, the Chairman shall be competent to take any decision on the issues related to the purpose of the Authority, but the same shall be discussed and ratified by the authority. II. The Vice-Chairman of the authority shall exercise and discharge such powers and functions as may be prescribed or as may be delegated to him by the chairman.
