Functions of the Authority- I. Without prejudice to the foregoing provisions of this Act, the authority in the discharge of its functions and duties under this Act shall be bound by such directions on questions of policy as the State Government may give, in writing, to it from time to time. II. The decision of the State Government shall be final and binding upon the Authority as well as on Executive Council.
