(1) The 1 [Administrative Secretary], Finance Department, or any other officer nominated by the Government of Jammu and Kashmir shall be the ex officio Financial Adviser to both the Universities. (2) The Financial Adviser shall exercise general supervision over the funds of each University and shall advise it as regards its financial policy. (3) The Financial Advisor shall be an ex officio member of the University Council and the Syndicate of both the Universities. (4) The Financial Adviser shall–– (a) present annual estimates and the statements of accounts to the Syndicate and the University Council ; and (b) exercise such other powers and perform such other duties as may be prescribed by the Statutes and Regulations.
