In cases falling under section 26 (b) a notification under section 5 shall, notwithstanding anything contained in the 1 [the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013)], operate in respect of any land required for the purposes of the scheme as a declaration under sections 11 and 19 of the said Act and no further declaration shall be necessary, but it shall not be incumbent on the Government or officer authorised in that behalf to take immediate steps for the acquisition of such land : Provided that 2 [if the proceeding for acquisition of land are not commenced] within three years from the date of notification it shall cease to have effect as a declaration under 3 [sections 11 and 19 of the the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013)].
