Subject to the provisions of this Act and rules made thereunder, the Board may by general or special orders, delegate either unconditionally or subject to such conditions, as may be specified in the order, to the Chairman or any member or employee of the Board any of its powers and duties other than the powers to make rules and regulations under section 32 and 33 of this Act.
