(1) The Council shall have powers, subject to the provisions of this Act and rules made thereunder, to make regulations and bye-laws with the prior approval of the Government in respect of the procedure to be adopted by the Council, Lead Agency and the District Road Safety Committee for all or any of the matter required to be provided by regulations or by-laws under any of the provisions of this Act. (2) All regulations and by-laws made under sub-section (1) shall have effect upon their publication in the * [Government Gazette].
