Notwithstanding anything contained in this Act and the statutes, the first Executive Council and the Academic Council shall be nominated by Shri Mata Vaishno Devi Shrine Board and shall hold office for a term of three years : Provided that, the Vice-Chancellors of the University of Kashmir and the University of Jammu shall be ex-officio members of the Executive Council so nominated : 1 [Provided further that the Chancellor shall, preside at the meeting of the First Executive Council and the First Academic Council and in his absence, the Vice-Chancellor shall preside.]
