Section 23

No court shall take cognizance of any offence punishable under the Act except upon a complaint in writing made by— (i) the Government ; (ii) Registering Authority or any officer authorized by the Government in writing ; (iii) the person aggrieved ; or (iv) a recognized consumer association. Explanation.—For the purpose of this section, recognized consumer association means a voluntary consumer association registered under the Companies Act, 1956 or any other law for the time being in force.
