The Competent Authority shall, on receipt of the application,–– (i) immediately record it in a register to be maintained by it and issue to the applicant a receipt to that effect ; and (ii) scrutinize the application and conduct enquiries as may be necessary for verification of the details of the application as also with regard to the eligibility of the applicant for the certificate.
