Notwithstanding anything contained in the * [Evidence Act, Svt. 1977], when any complaint under this Act is made in writing by any person to the prescribed authority it may be admitted in evidence. The examination of the complainant shall not be obligatory in any trial by a Judicial Magistrate if such person is dead or cannot be found or is incapable of giving evidence.
