On imposition of fine under section 11 or section 12, the second appellate authority may, by order, direct that such portion of the fine imposed under the said section shall be awarded to the appellant, as compensation, as it may deem fit : Provided that the amount of such compensation awarded shall not exceed the amount of fine imposed under the said section.
