No act or proceedings of the Council shall be invalid merely by reason of,–– (a) any vacancy thereon or any defect in the constitution thereof ; or (b) any defect in the election or nomination of a person as a member thereof ; or (c) any irregularity in its procedure not affecting merits of the case.
