Save as otherwise provided in this Act, no payment shall be made by any bank referred to in section 70 out of the Corporation Fund except on a cheque signed by both–– (a) officer incharge of the accounts ; and (b) the Commissioner or an officer subordinate to him authorised by him in this behalf.
