(1) The Superintendence, direction and control of the preparation of electoral rolls, determination of wards, reservation and allotment of seats by formation, for and the conduct of all elections to the municipalities shall be vested in the Chief Electoral Officer. (2) The Commission shall frame its own rules and lay its own procedure.
