(1) When a municipal area is constituted under this Act, the Government may appoint a person to exercise the powers, discharge the duties and perform the functions of the municipality for a period not exceeding six months or until the municipality is established whichever is earlier and he shall for the purpose aforesaid be deemed to be the municipality. (2) The person so appointed under sub-section (1) shall comply with such directions as may be given to him by the Government, from time to time, for carrying out the said purpose.
