(1) In any case in which no bye-laws have been made by the municipality under section 202 or section 203 or section 204 or section 214 the * [State Government] may make bye-laws for that purpose. (2) The bye-laws made under the aforesaid sub-sections shall cease to operate when the municipality makes bye-laws in that behalf.
