(1) Whoever, without the permission of the municipality, pickets animals or collects carts on any street, or uses any street as a halting place, for vehicles or animals of any description or as a place of encampment or causes or permits animals to stray shall be punishable with a fine which shall not be less than one hundred and more than one thousand rupees. (2) Any animal found picketed, tethered or straying on any public street without the permission of the municipality may be removed to a pound by any employees of the municipality or by a police officer.
