Qualification.–– A person shall not be qualified for being chosen as, and for being, a member of a municipality, unless–– (a) he is a citizen of India ; (b) he has attained the age of 25 years ; and (c) his name is registered as an elector in the electoral roll of any ward in the municipal area.]
