(1) The municipality may, by notice, require the owner of any building or land to provide, move or remove any drain, privy, latrine, urinal, cesspool or other receptacle for filth or refuse or, provide any additional drains, privies, latrines, urinals, cesspools or other receptacles as aforesaid which should, in its opinion, be provided for the building or land, in such manner and of such pattern as the municipality may direct. (2) The municipality may by notice, require any person employing more than twenty workmen or labourers to provide such latrines and urinals as it may think fit and cause the same to be kept in proper order and to be daily cleaned. (3) The municipality may, by notice, require the owner or occupier of any building or land to have any privy, latrine or urinal provided for the same shut out by a sufficient roof and wall or fence from the view of persons passing by or dwelling in the neighbourhood, or to remove or alter, as the municipality may direct, any door or trap door of a privy, latrine or urinal opening on to any street or drain. (4) The municipality may, and when required by the Government shall provide latrines and urinals for the use of public.
