Whoever, being the owner or person incharge of any dog, neglects to restrain it so that it shall not be at large in any street without a muzzle–– (a) if such dog is likely to annoy or intimidate passengers ; or (b) if the municipality has by public notice during the prevalence of rabies directed that dogs shall not be at large without muzzles, shall be punishable with a fine which shall not be less than one thousand rupees and more than two thousand rupees.
