(1) The Government shall appoint a Chief Executive Officer for the Authority who shall be an officer not below the rank of Principal Secretary to the Government. (2) The Government may, on a request being made by the Executive Committee, appoint,— (a) one or more Additional/Deputy/Assistant Chief Executive Officers who shall be officer(s) not below the rank of Secretary/Special Secretary/Additional Secretary to the Government ; and (b) Financial Advisor/ Chief Accounts Officer for the Authority who shall be an officer not below the rank of Financial Advisor/ Chief Accounts Officer of the Jammu and Kashmir Accounts (Gazetted) Service. (3) The Authority may, from time to time, with the approval of Government sanction creation of posts of other officers and staff to the Authority as it may deem necessary. (4) The conditions of appointment and service and the powers and duties of such officers and staff shall be such as may be determined by the regulations. (5) The Chief Executive Officer may engage temporarily, on such fee and remuneration and for such period, such experts of eminence having such experience, as may be specified by regulations.
