(1) In hearing and deciding any matters referred to the Tribunal under this Act,–– (a) if there is any disagreement between the President and the assessors of the Tribunal on a point of fact, the opinion of the majority shall prevail ; and (b) if there is any disagreement between the President and the assessors of the Tribunal on a point of law or procedure, the assessors shall be bound by the opinion of the President. (2) The decision of the President as to what is the question of law or fact shall be final.
