The Board may, from time to time alter or extend a scheme by a supplementary scheme made and sanctioned in the manner hereinbefore provided : Provided that any alterations or extensions of a scheme which are in the opinion of the Board and the Government minor in character may be made without preparing a supplementary scheme.
