(1) The superintendence of the Force shall vest in the Government, and subject thereto and to the provisions of this Act and of any rules made thereunder, the command, supervision and administration of the Force shall vest in the Director. (2) Subject to the provisions of sub-section (l), the administration of the Force, within such local limits as may be prescribed, shall be carried on by a Joint Director, a Deputy Director or an Assistant Director in accordance with the provisions of this Act and of any rules made thereunder and he shall, subject to any direction that may be given by 1 [the Government of the Union territory of Jammu and Kashmir] or the Director of the Force, in this behalf, discharge his functions keeping close liaison with his counterpart having territorial jurisdiction.
