(1)Notwithstanding anything contrary contained in this Act, the Government may make rules for grant of license for establishing Fishing Markets in any market areas as may be prescribed in this behalf. (2) In making rules under this section, the Government may provide for–– (i) declaring any market area as special fish market after consideration of factors conducive for sale or barter of fish ; (ii) the manner in which fish venders may sell or barter their fish directly to the consumers in such markets after paying such fee to such person establishing such fish market ; and (iii) establishment of separate market committees for effective implementation of provisions of this Act.
