No liquor or intoxicating drug exceeding such quantity as 3 [the *Government] may from time to time prescribe by notification, either generally for the whole 1 [Union territory of Jammu and Kashmir] or for any local area, shall be transported, except it be accompanied by a permit issued under the provisions of the next following section : Provided that in case of foreign liquor transported for bona fide private consumption or for sale at any place at which the sale of such liquor is duly licensed or permitted under the provisions of this Act, such permits shall be dispensed with, unless the *Government shall by notification otherwise direct with respect to any local area.
