It shall be lawful for 1 [the Government] to grant to any person or persons, on such conditions and for such period as may seem fit, the exclusive or other privilege— (1) of manufacturing or supplying by wholesale, or (2) of selling by retail, or (3) of manufacturing or supplying by wholesale and selling by retail, any country liquor or intoxicating drug within any local area.
